Description


The International Monetary Fund (IMF) is looking to hire a Senior Procurement Officer to join the Procurement Team of the Corporate Services and Facilities Department. This position is based in the IMF headquarters located in Washington, DC.

The Senior Procurement Officer plays a key role in the procurement of operationally critical goods and services for the IMF. As a member of the Procurement Team, the candidate is responsible for strategic sourcing, commodity procurement and contract management. The candidate will partner with business unit leaders to conduct high value procurements and develop sourcing strategies with the goal of reducing total cost of ownership while enabling operational efficiency.

Candidate shall be predominantly responsible for the planning, development and management of all contractual requirements for projects of significant complexity related to the procurement of diverse services and commodities (e.g., event services, hospitality services, professional services, general consulting services and Information Technology services including staff augmentation, consulting off-shore services, hosting, computer hardware, software licenses, data subscriptions service) in accordance with the IMF’s Procurement Policy and Practices.

 

Main Duties and Responsibilities:

Strategic Sourcing. Lead or assist strategic sourcing projects. Activities include, supply market analysis, business requirements evaluation, strategy development, RFP development, competitive bidding via RFPs, RFQs or E-Auctions, negotiations, contracting, etc.
Commodity Procurement. Execute commodity purchases. Activities include the development of statements of work, RFPs, vendor negotiations and contracting.
Supplier Performance Management. Monitor ongoing vendor performance (e.g. compliance to service metrics, cost savings targets)
Stakeholder Relationship Building. Develop strong working relationships with key stakeholder in the Facilities Division, anticipating procurement needs in advance and working closely to develop sourcing and category management strategies.

 

Qualifications

Educational development, typically acquired through the completion of an advanced university degree in business administration, materials management, logistics/distribution management, procurement/contract management, or a related field of study, supplemented by a minimum of four years of relevant work experience; or a university degree, or equivalent, business administration, materials management, logistics/distribution management, procurement/contract management, or a related field of study, supplemented by a minimum of ten years of relevant professional experience.

Coordinates and manages all inventory operations; including KPI monitoring, staffing, and improvement projects.

Works directly with other department managers to provide insight on all inventory concerns.

Reports to, and coordinates with, Fulfillment Manager to determine opportunities for growth and improvement of inventory processes and accuracy.


Essential Duties & Responsibilities

  • Devise ways to optimize inventory control procedures.
  • Oversee inventory counting and scheduling of cycle counts.
  • Reconcile inventory to SAP, use root-cause analysis to determine corrective actions and long-term preventative measures.
  • Use software to monitor demand and document characteristics of inventory.
  • Report on inventory activities and variances.
  • Collaborate with warehouse management and other staff to ensure business goals are met while maintaining accuracy and effectiveness.
  • Report to upper management on stock levels, issues, etc.
  • Develop and implement inventory control procedures and best practices.
  • POC for all audits

Education & Experience

Working hours will be spent in a mixed office and warehouse setting, tracking and organizing inventory
Standard 40-hour workweek applies

Physical labor such as lifting and moving heavy boxes of supplies may be required on a regular basis

Verizon’s Supply Chain Services is transforming the Global Strategic Sourcing Group and seeks a dynamic Sourcing Leader to join our world class Strategic Sourcing Organization. This Sourcing Manager position will play a key role in supporting Verizon Enterprise Solution’s Re-Sale within State, Local and Federal Government of Wireless, Verizon Enterprise Services, and other new products with an average annual spend of more than $350M+. The scope of agencies supported includes, but is not limited to, Federal contracts (WITS, Networx, EIS), E911, US Postal Service, State, Local and Educational Government Agencies (SLED), Commonwealth of Pennsylvania (CoPA), and Commonwealth of Virginia (CoVA).

A key aspect of the Sourcing Manager role is building collaborative relationships with our internal business partners as well as strategic relationships with our suppliers. The Manager will actively set goals to prioritize time-sensitive requests, effectively interface with all levels of management, and efficiently ensure the sourcing process is completed consistent with Verizon policies and goals.

Responsibilities:

  • Sets goals and objectives for the category, monitors progress against those goals, and keeps senior management informed.
  • Manages business clients’ expectations and escalations to effectively prioritize the work.
  • Reviews upcoming government related projects to determine Sourcing impact and prioritize work accordingly.
  • Earns the business partner’s respect and serves as a Trusted Advisor. Plans and proposes a Sourcing Category Strategy that best support the business. Collaborates closely with key business partners to understand their priorities and challenges; assess their needs on an ongoing basis; and manage their expectations.
  • Drives all aspects of complex strategic sourcing process including but not limited to taking lead on contract negotiations of business and pricing terms and conditions, conducting research and providing benchmark data on pricing and/or other key terms and conditions, facilitating RFP’s, and working with the internal business partners to develop negotiations strategies, objectives and plans.
  • Leads various Cross Functional Teams (CFTs) to develop Verizon’s requirements and to reach consensus on supplier selections. This includes drafting necessary language to translate business needs into specific requirements for contract-related documents, e.g. Statements of Work (SOW), Letters of Authorization (LOAs), Requests for Proposals (RFPs), etc. This also includes leading the CFT to reach consensus, meet milestones and complete contracting by business partner required dates.
  • Manages supplier relationships, effectively maintaining positive and ethical working relationships.
  • Supplier rationalization – leverages existing supplier base to appropriately consolidate services. Partners with the business to eliminate maverick spend.
  • Stays current with business trends as well as Sourcing Best Practices.

What we’re looking for...

You'll need to have:

  • Bachelor's degree or four or more years of work experience
  • Six or more years of relevant work experience.
  • Relevant experience in contract management and sourcing.
  • Project management experience.

Even better if you have:

  • Juris Doctorate, Master’s, MBA or equivalent advanced degree.
  • Six or more years of relevant experience in contract management and sourcing position:
    • Strong Experience in Government purchasing and negotiations
    • Experience with competitive bids and RFPs as well as direct negotiations
    • Knowledge of Strategic Sourcing processes, policies, procedures, category strategy, supplier segmentation and supplier risk.
    • Experience in contract negotiations to include business, price and technical terms
    • Experience in drafting contract documents required for the establishment of business content elements, e.g. SOWs, LOAs, etc.
    • Experience leading and/or participating in CFTs
  • Project Management experience in a complex multi-project and multi-geography environment
  • Strong analytical skills. Experience in data analysis & supplier assessment.
  • Experience in Wireless Product Development, Software Development Methodologies, Over the Top Applications, or working in an IT department
  • Experience developing resolutions to complex problems that require the frequent use of creativity.
  • Strong interpersonal and client service skills.
  • Strong team leadership skills.
  • Self-motivated /self-starter with ability to work independently.
  • Strong oral and written communication skills with experience in influencing others.
  • Certifications from the National Contract Management Association (NCMA):

Summary:

Mortenson is currently seeking an experienced Commercial Sourcing Manager with the ability to interact with a variety of staff at all levels in an ever-changing environment, remaining flexible, resourceful, proactive and efficient with a high level of professionalism and confidentiality.

The Commercial Sourcing Manager is responsible for identifying and managing short and long-term sourcing strategies, contracts and relationships for their specified commodities within our commercial operating groups.

Develop Sourcing Strategy for Materials in the Commercial Construction Market.

  • Identify and engage with internal stakeholders to capture commodity requirements
  • Assess opportunity for material type including spend segmentation, commodity maturity, cost drivers, supplier landscape and supply market analysis
  • Develop Sourcing Strategy for material type detailing projects, sourcing levers, timing, resources, and expected benefits, such as margin expansion and value to the customer.
  • Adapts the strategy as business, market, and economic environments change
  • Support Quarterly and Annual Reviews including updated projects, metrics, strategy, and countermeasures Manage Relationships with Key Suppliers

Maintain relationship with suppliers at the Leadership level

  • Conducts supplier business reviews
  • Monitor supplier's quality and delivery performance
  • Leverage relationship to assist buyers with expedites, quality issues, and special requirement as needed

Achieve Material Cost Reductions for Commercial Market Materials

  • Initiates and conducts supplier contract negotiations
